County supervisors vote themselves a raise
NORWICH – Chenango County’s supervisors on Tuesday promised themselves and the majority of their employees 2 percent raises next year, in addition to $500 for full-timers. A dozen employees received higher compensation.
The 2007 compensation schedule as presented passed with two supervisors opposing: Peter C. Flanagan, D-Preston, and James J. McNeil, D-City of Norwich. Town supervisors from Otselic, Guilford and Plymouth were absent.
Prior to the final vote, officials discussed the pay plan within an executive session that lasted nearly 30 minutes. Afterward, two attempted amendments failed. McNeil asked for an increase in the Planning Director’s salary from $42,000 last year to $45,000 for 2007. The position was budgeted at $48,000 prior to the later hiring of new director Donna M. Jones at $40,000. A closely-called weighted vote count totaled 1,138 of the 1,201 majority needed to pass.
Supervisor Flanagan suggested an amendment calling for all of the town supervisors to forgo their own increases next year.
“Here I go again with this, this year like I do every year. Fiscal restraint needs to start from us who are leading, from the top. With uncertainties regarding the cost of operations at the jail, escalating benefit costs ... I think our benefits are generous enough. I would recommend that the supervisors do not get a raise,” he said.
Prior to a vote on the amendment, Supervisor Janice O’Shea, R-Coventry, pointed out to Flanagan and the board that she did not accept the fringe benefits that come along with the elected position. Flanagan’s amendment was defeated 13 to 7. Supervisors from Preston, City of Norwich Wards 1,2 and 3, Smyrna, McDonough, Bainbridge, Columbus and Pharsalia voted against their own raises.
A sampling of salaries paid full-time county employees: Chairman of the Board of Supervisors $35,529; County Attorney $93,704; County Clerk $50,896; Director of Children’s Services $42,267; Office of Aging Director $48,467; Director of Public Works $75,869; Personnel Officer $50,090; Director of Patient Services $64,979; Sheriff $62,799; Staff Psychiatrist $131,825; Deputy Treasurer $53,886 and Youth Bureau Director $25,248.
