County says no to reimbursing public works
CHENANGO COUNTY – County lawmakers continue to disagree about whether the Department of Public Works should be reimbursed for approximately $300,000 in excavation work completed prior to construction of the Public Safety Facility.
A referral, passed unanimously by the Public Works Committee last month, asked the Finance Committee to review transferring money from the jail budget to public works. Supervisor James J. McNeil (D-City of Norwich, Wards 1, 2, 3) made the motion to refer.
“There’s expenses the highway department has incurred for excavating the jail site,” McNeil said. “We should see that highway gets reimbursed.”
Supervisor Peter C. Flanagan (D-Preston) said that highway could be owed roughly $300,000, and “a re-focus and re-funding effort on road repair” should begin.
“Hopefully none of us get much use out of the correctional facility,” he said. “But everybody uses the roads. We need to focus on the one thing in the county that everyone uses.”
No action was taken at Finance, however, and the referral died.
In discussion, Chenango County Treasurer William E. Evans said lawmakers had “talked about doing something like this at one time” using leftover funds in the capital building account. “There’s no money left over now,” he said. County leaders plan to apply the $700,000 remaining in the account to the emergency communications phase of the project.
“I would caution this business of charging back. It could open up a whole panacea here. I could charge off my whole department if it comes to this. Are we going to pay everybody back for services to each other?” he asked.
Public Works Committee Chairman Harry W. Conley said the referral “came out of the blue” at his meeting. “Randy (Gibbon, DPW Director) has everything under control and he knows where he wants to go.”
Finance Chairman Lawrence Wilcox said such shared services were “a huge saving” to taxpayers. “We should do it when we can.”
Other members of the Public Works Committee are Homer D. Smith, D-McDonough; David C. Law, R-Norwich; David J. Messineo, D-Otselic; Rick E. Chase, D-Bainbridge; and James J. Bays, D-Smyrna.
