County notes state’s ‘sensitivity’ regarding Serendipity Cafe
NORWICH – A $10,000 increase charged to a Chenango County mental health program that leases space at the Eaton Center in Norwich will be paid for in full by the New York State Office of Mental Health.
At a meeting of the Health and Human Services Committee on Tuesday, Mental Hygiene Services Director MaryAnn Spryn requested permission to accept the state aid and modify a contract with the operators of Serendipity Cafe. Space and utilities were $28,714 in 2005.
Spryn said the grant would be “a one time shot” from OMH. Money earned from sales at the cafe plus an associated shop and meeting room traditionally covers all business-associated costs, including employees.
“We hope the revenues will meet the increased lease requirement next year,” Spryn said.
Serendipity Cafe is a vocationally-geared program that offers assisted job training to individuals receiving mental health services and alcohol and drug treatment. Chenango County contracts with Guilderland-based Rehabilitation Support Services, Inc. to operate it. State funds awarded via the Community Reinvestment Act of 1993 are used to pay RSS and to fund the programs within the system, including Alcohol and Drug Abuse Continuing Day Treatment and the Psycho-social Club.
Commenting on the state’s support, committee member James B. Bays, D-Smyrna, said it’s not often that lawmakers take the opportunity to appreciate the state’s “sensitivity.”
“OMH has responded to this new need because of the uniqueness of the program and the model that it is. When the state shows sensitivity, it is notable. I appreciate the sensitivity of the state,” he said.
According to Spryn, Chenango County’s Serendipity program is the only one like it that offers job opportunities while keeping individuals integrated into mental health treatment programs.
“The state considered our success rate and design model when making the decision to award us the increase,” she said.
