OXFORD – Police have arrested an Oxford man for allegedly raping a young child.

The New York State Trooper arrested Richard M. Hathaway, 47, Oxford for first degree rape and first degree criminal sexual act, both class B violent felonies, as well as endangering the welfare of a child, a class A misdemeanor.

The victim is a child under the age of 11 and was forced into repeated sexual encounters over a period of time.
