County awarded $600,000 in community grants
CHENANGO COUNTY – The state’s Office of Small Cities announced earlier this week that the county has been awarded two $300,000 “Community Development Block Grants.”
One grant will go toward creating a Chenango County Agribusiness and Commercial District Micro-enterprise Program.
The other will pay for well and septic upgrades for 26 low to moderate income, owner-occupied, housing units.
According to state and local officials, the micro-enterprise program, administered through the county and Commerce Chenango, will provide funding, training and technical assistance to new agricultural and commercial businesses.
Part of the training includes a 45-hour entrepreneurship class at Morrisville State College in Norwich, as well as business planning workshops offered through Cornell Cooperative Extension and the Center for Agriculture Development.
“The program will reverse the trend of business losses in commercial districts and agricultural-land losses throughout the county,” the Office of Small Cities states in a description of the fund. “It will also help stabilize county sales and property taxes.”
Applicants will be considered for loan amounts from $5,000 to $50,000.
According to Commerce Chenango, state funds for the program will be matched by the Chenango County Area Corporation, the Greater Norwich Local Development Corporation, local banks, and several other agencies. The total program budget is $875,000. It is expected to create 60 jobs.
“This micro-enterprise program will fill an important gap and allow us to provide more services to businesses throughout Chenango County where we have been limited in the past, including all forms of agricultural entrepreneurship businesses, local retail, restaurants, auto body repair shops, and many more,” said Commerce Chenango President and CEO Maureen Carpenter.
The county will use the other award to install 16 new private wells and replace 22 septic systems at an estimated average cost $6,000 per well and $5,000 per septic system, the Small Cities report states.
