Dunshee to take on full-time ADA post

NORWICH – Another full-time attorney will be working for Chenango County as the District Attorney’s Office has appointed former part-time assistant D.A. Stephen Dunshee to the position.
“I am honored to represent the people of Chenango County. I like the DA’s attitude and aggressive pro-active approach to prosecution. We have developed a close working relationship. I love being a prosecutor and don’t think I could even go back to representing defendants,” said Dunshee.
In an agreement with the Personnel and Finance Committees Sept. 27, D.A. Joseph A. McBride was given the go-ahead to eliminate two part-time positions in order to create the full-time job. Dunshee’s former part-time position has been eliminated; the second belongs to ADA Patrick Flanagan, who will step down from his current duties in January.
Originally, McBride told county officials he was attempting to woo back a former Chenango County lawyer. He said it would be difficult to hire him without the full-time offer in January. “This is a lawyer. I can’t ask him to quit his job for a job that I can guarantee for only two months,” he said. McBride also asked to create a new legal secretary position.
Members of the Chenango County Finance Committee agreed Thursday to apply $25,000 in Stop-DWI funds to afford the position’s salary. Committee Chairman Lawrence Wilcox said that a committee representing Stop-DWI programs had agreed to fund the position. “They agreed to fund this with revenues annually, and the thought is that they would substantiate it year after year,” he said.
In commenting about Flanagan’s departure, McBride said, “Pat has done an excellent job for the office and after discussing things over with him, he decided he was ready to leave. He is an excellent prosecutor and we all wish him the best.”
Dunshee will be relocating his office into the County Office Building and will assume the $70,000 a year position that comes with several new responsibilities. He will be required to close all aspects of his private practice and is restricted from doing almost all legal work outside of his DA duties. Flanagan’s coverage, which currently serves six townships and two villages, will now fall under the responsibility of the new full-time position.
The measure was approved by the county after pleas from the DA’s Office citing 83 indictments and four open homicide cases in the last year. McBride made the request earlier last month for a full-time ADA that would take the place of two unnamed part-time ADAs whose jobs would be eliminated in January.
Cortland County (population, 49,000) has four full-time attorneys, two part-time attorneys and four support staff. Delaware County (population, 48,000) has three full-time attorneys, no part-timers and two support staff.
