Changes afoot at City Hall in the new year
NORWICH – According to Mayor Joseph P. Maiurano, the city is going to attempt a new meeting schedule that should help cut down on the amount of comp time used by city employees.
The City of Norwich Common Council held its organizational meeting at noon Jan. 1, and after swearing in the newly-elected officials and appointing committee members, the mayor explained where and when the meetings would take place.
“The reason we are reorganizing the meetings is actually to be more streamlined as a city,” Maiurano said in a previous meeting.
The new city schedule will eliminate the Common Council work session, generally held at 7 p.m. on the second Tuesday of the month. Maiurano explained that the primary reason for this meeting was to develop the agenda for the regular council meeting, a job which could be accomplished during committee meetings.
“There are a number of meetings which require city employees to attend. It takes up many nights and we’re trying to cut down on the time they need to go to night meetings,” Maiurano said he explained that due to the use of comp time, each hour department heads and city employees spend at meetings actually accounts for two and a half hours of regular work.
Additionally, the mayor explained that Finance/Personnel committee meetings and Public Works /Public Safety meetings – which were previously held once a month at 6 p.m. – would now be held at 7:30 a.m. instead.
The mayor said that while the time change may be inconvenient for some city residents, the information covered at the meetings would be available to the public via the city’s new web site, www.norwichny.us.
The Finance/Personnel committee, made up of Chairman and Fourth Ward Alderman Walter Schermerhorn, Fifth Ward Alderman Paul Laughlin and Sixth Ward Alderman Robert Jeffrey, would take place at 7:30 a.m. on the first Tuesday of the month at the city Fire House on the second floor. Due to the holiday schedule, the first Financ /Personnel Meeting will be held on Tuesday, Jan. 8.
Bresina was nominated to the position of President of the Council and Jeffrey was nominated to the position of acting mayor.
The Public Works/Public Safety Committee, made up of Chairman Terry Bresina, Second Ward Alderman, Robert Carey, First Ward Alderman and John Deierlein, Third Ward Alderman, will now meet at 7:30 a.m. on the fourth Thursday of the month at the Waste Water Treatment Plant on Rt. 12.
The Common Council will still hold its regular meeting at 7 p.m. on the third Tuesday of the month at City Court.
In addition, the common council appointed Bernard Merritt, Thomas Knapp and Gary Brookins to the Traffic Commission. The mayor appointed Richard Barnes and Brad Hall to the Electrical Board; Lisa Mirabito to the Historic Committee; Joe Stagliano to the Planning Commission; Jennifer Rebecca Hargrave, Marilyn Kochersperger and Laura Lee Russo to the Street Tree Committee; Harry Graves, Brian Burton and Jackie Brunschmid to the Youth Board and Judie Wright, George Cleveland, Bartolo Natoli and Peter Minnis to the Zoning Board. With Council approval, the mayor also appointed Gilbert Harrington, Francis Hailey and Rita DeMarko to the Parks Commission; Julian Drelich, Anthony Caezza, and Terry Bresina to the Water Board; Dave Zieno to the Assessment Board of Review and Karen Sastri to the Civil Service Commission.
