County moves forward with flood buyout program
CHENANGO COUNTY – The county will be moving forward with a state program offered by the Division of Community Renewal to help residents whose homes were significantly damaged during the flooding of 2006.
According to County Emergency Management Deputy Director Matthew Beckwith, the Chenango County Planning Board passed a resolution Tuesday allowing the Emergency Management Office to contract with a Cortland area consulting firm to help move forward with the buyout process. Beckwith said he plans to meet with the company soon to lay down the groundwork for the program.
“Time is of the essence. That’s why we asked the planning committee to pass this resolution and start the process,” Beckwith said.
The state buyout program provides money for the acquisition of properties damaged by flooding since 2004, that are determined to be at future risk. Since the 2006 flooding, some homeowners in the area have been left paying mortgages for homes that are uninhabitable. The program would provide buyout money to some of those homeowners. Properties would then be transferred to the county and demolished.
Once the home is demolished, the land would be used for open space, recreational purposes, wetlands or flood mitigation.
Normally, Beckwith explained, a consulting firm wouldn’t be brought in until the proposed plan was brought before the full Board of Supervisors, but Beckwith said the program stipulates an October deadline for a plan to be in place, and there is a lot of work to be done.
“This is a concerted effort to get people and possessions out of harms way. The funds will be used for the houses that are in the greatest danger,” Division of Housing and Community Renewal Deputy Commissioner Joe Rabito said in an earlier interview. The Division of Housing and Community Renewal will provide $15 million to 11 counties in New York. Chenango will receive approximately $275,000.
“This is for total buyouts of primary residences that were totally destroyed by the flood,” Beckwith said. “It’s an optional program for people who want to participate.” Details for residents who wish to apply for the program will be released as they become available.
