NYRI application ruled complete by Public Service Commission
ALBANY – A ruling by the Public Service Commission means the clock is now clicking on NYRI. The PSC issued a letter of compliance dated Thursday deeming the Article VII application for the controversial 190-mile electricity transmission line as complete.
“We are very pleased by the PSC’s decision and were optimistic all along that we would be judged fairly by the merits of our project,” said Chris Thompson, president of New York Regional Interconnect in a statement to the press. “This is a significant milestone and turning point for NYRI.”
It has taken NYRI nearly three years to reach the point of having a completed application.
The decision is retroactive to the date of Aug. 8, when NYRI filed the response to the remaining deficiencies in its application. The notice of compliance officially begins the application’s year -long review process based on that date. Proceedings have been turned over to Administrative Law Judges Michelle L. Phillips and Jeffrey E. Stockholm.
A procedural ruling issued by the PSC yesterday reminded that “failure to complete this proceeding and present recommendations to the commission within one year of the date NYRI files a complete application could result in the Federal Energy Regulatory Commission preempting New York’s decision on this transmission line.”
The first step will be a prehearing conference which will be held at 10:30 a.m. on Monday, Sept. 8 at Mohawk Valley Community College in Utica. A schedule for litigation will be determined during that proceeding.
The conference will be broadcast in real time over the Internet. It can be accessed by selecting the Public Service Commission link on the www.NewYorkAdmin.com website.
