Second meeting for Opportunities to Revitalize Norwich program Thursday

NORWICH – Last year, the City of Norwich received a grant to sponsor a program to revitalize Norwich. Now, more than a year after the first meeting of the process was held, a second meeting has been planned.
The Opportunities to Revitalize Norwich program, sponsored by a grant through the Department of State’s Brownfield Opportunity Area Program, began last September, with an informational meeting held to identify underutilized sites on the east side of Norwich, and to determine their future potential. At the second meeting, scheduled for 5:30 p.m. on Thursday at Norwich City Court, a report on the properties identified in the first meeting will be presented to the public.
Scott LaMountain of Shelter Planning, has spent the last year researching the histories of the 15 properties originally identified. “The Opportunities to Revitalize Norwich program is a community driven initiative that seeks to develop a strategy for the revitalization of specific properties and provide a road map to return the vacant, underutilized, abandoned or environmentally effected properties to productive use,” a draft copy of Thursday’s report reads.
The 15 underutilized properties in Norwich cover 125 acres of land that are “valuable to examine for potential revitalization and redevelopment.” The properties identified include some undeveloped areas – like a 40 acre parcel located on Borden Ave. – areas identified as brownfields – like the old NYSEG manufactured gas plant – and some buildings that are vacant – like the Unguentine Building and the East Main Street School.
At the first meeting, goals for potential usage of the sites were discussed. Ideas included improving housing options for seniors, increasing the tax base, exploring niche markets, attracting technology based businesses and one person suggested locating a renewable energy plant near Borden Ave.
Those and other options for the 125 acres will be discussed at Thursday night’s meeting, and the plan, compiled by LaMountain and Shelter Planning will be presented. The Opportunities to Revitalize Norwich program is a three-part planning study. Currently, Norwich is in the first stage.
