Couple arrested during jail visit for attempting to pass drugs
NORWICH – Two people were arrested Saturday as they attempted to smuggle drugs during a visitation at the Chenango County Correctional Facility.
Chenango County Sheriff Thomas J. Loughren reported the arrest of an inmate, Raymond H. Sitterly, 31, and Traci C. Buckley, 28, of Norwich, for attempting to smuggle in pills, suspected to be prescription oxycontin, through security during a prisoner visitation.
Loughren said the suspects were “shocked” when they were caught in the act during Saturday’s visit.
The Sheriff explained that the inmates are allowed to kiss their loved ones during the visits and the couple exploited the opportunity to pass prescription pills. Buckley covered the pills in a coating of wax to prevent them from dissolving and then was passing them to Sitterly from her mouth to his, he said.
“Things like this are not that uncommon in the correctional system, but they hardly ever happen here. Many inmates coming from other places in the state will actually complain about our level of security and of how strict our policies are, and I take that as one of the highest compliments,” said Loughren.
The facility has a number of security systems in place during visitations, including zoom-capable cameras that are constantly monitored, stationed guards and even the occasional presence of the Sheriff’s drug K-9 unit.
“Visitors are also lectured during every visitation of the policies and consequences of any inappropriate activity, including specific warnings of prosecution in the passing drug contraband,” said Loughren.
“The staff carefully monitored the suspected couple during their visit and a corrections officer using a zoomed-in video camera spotted the method of transaction and immediately officers arrested Buckley and Sitterly in the middle of visitation with several other inmates and their families in attendance,” said the Sheriff.
Buckley and Sitterly were both charged with first degree promoting of prison contraband, a felony. Sitterly, who was already incarcerated, was remanded back to the Sheriff’s custody and Buckley was released on her own recognizance.
