Norwich man charged with rape
BOONVILLE – A Town of Norwich man has been arrested in Oneida County for forced rape of a 12-year-old girl.
Michael J. Kelsey Sr., 36, was arrested by New York State Troopers and charged with 1st degree rape and 1st degree criminal sexual act.
Kelsey allegedly had oral and sexual intercourse with a 12-year-old victim while in the Village of Boonville last week. Boonville is located roughly 78 mile north in Oneida County.
Kelsey was arraigned in the Town of Floyd Court and remanded to the Oneida County Correction Facility in lieu of $30,000 bail.
The victim is currently receiving treatment through the Oneida County Child Advocacy Center.
