Sherburne budget: 'We're in excellent shape'
SHERBURNE – The Village of Sherburne Board adopted its 2009 budget in January and while it does indicate a tax levy increase, village leaders say they are in good shape to move forward during the difficult times that lie ahead.
“I think we are in excellent shape to take advantage of an economic downturn,” said Village Mayor William Acee. “We are positioned for growth when everyone else is contracting. This means savings for our taxpayers.”
Sherburne’s general fund budget for 2009 totals $966,814 and brings with it a tax levy increase of 1.4 percent. According to Village Clerk Ione Rogers, the increase will bring the taxes up from $6.90 per $1,000 of assessed value to $7 per $1,000 of assessed value.
Rogers explained the increase was mainly due to money set aside for additional work this year. Some money was appropriated to projects, like the Safe Routes to Schools program. In September, the village was awarded $138,000 from the New York State Department of Transportation as part of the Safe Routes to School Grant. The money will be used to install 1,340 linear feet of sidewalk. Rogers explained that the village appropriated funds for the project that will be reimbursed after the project is complete. In addition, she added, money was set aside for additional sidewalk work and other projects that will be done as the Safe Routes work is being performed.
To keep the tax levy increase to a minimum, Acee said the village did appropriate a fund balance – a portion of the village’s savings – to the revenue side of the budget. “We felt that this was not the time to raise taxes,” Acee explained. The mayor said he hopes consolidation and shared services will become more of a priority as municipalities struggle to weather the difficult economy. “We will continue to look for ways to become more efficient in the future. It was a state priority before the economic tsunami to look at consolidation of resources between municipalities. I hope that this remains a priority as it is even more critical now than before to look deeper for ways to save on expenses and eliminate wasteful spending,” Acee said.
