EDITOR’S NOTE: The Bricks & Mortar Report provides updates on major construction projects in Chenango County.

Chenango County Fire Department Tower Project:
• The emergency communication tower project for Chenango County is in the end stages as officials await the delivery of equipment.
• The microwave technology has already been fully installed on all of the new towers and signed off on, said county Emergency Management Director Matt Beckwith. Additional equipment is expected to arrive within the next week or two for installing base radio and other equipment on the newly-erected towers in Otselic and Coventry.
• The T1 line connecting the old jail to the new Public Safety Facility will be removed at that time.
• A list is being compiled of the UHF frequency radios needed for fire and county highway department and VHF receivers for EMS and law enforcement.

Chenango Memorial Hospital, Norwich:
• Management last week unveiled the completion of phase two renovations on the hospital’s third floor. The phase included a second nurses’ station, physician dictation area, nutrition center, and staff room.
• The core section of the floor has now been completed. Flooring, wall refinishing, ceilings and some mechanical work remain to be done in the east and south hallways.
• The project will be completed at the end of April with a grand opening scheduled in May.

Employment stats:
• The Chenango County Office of Employment and Training reported a 10.8 percent unemployment rate in February. The figure was 10.1 percent in January, and compares to a 7.2 percent unemployment rate in February 2008.
• New York’s unemployment rate at 8.4 percent jumped in February to its highest level since June 1993. The state has lost almost 150,000 private sector jobs.
• The nation’s unemployment rate is at 8.9 percent.

West Park Place offices:
• The cell structure has been removed and renovations inside and out continue at the former Sheriff’s Office and county jail in the City of Norwich.
• Project liaison Linda Natoli, R-City of Norwich, said the project got off to a slow start but is “moving along” despite a few obstacles encountered, including questionable weight-bearing beams found inside, an exterior wall that could require reinforcement and windows yet to be received.
• Contractors poured concrete for supporting the porches and, later, new pillars. The original pillars were rotted inside and will be replaced, Natoli said.
• A structural engineer surveyed the beams last week. “There were a lot of modifications made to the buildings over the years. Some of the beams look like they don’t go anywhere,” Natoli said. The engineer’s report is due this week.
• The combination of obstacles is not expected to delay the project, which is scheduled for completion Oct. 1.
• Computer and electrical wiring is being installed and walls are going up inside.
• Natoli said the county may request more work in both the basement (for possibly conference rooms) and in the attic (for storage) than originally planned, but the budget includes contingency funds for both.
