Cutting to run for sheriff

NORWICH – On the steps of the Chenango County Courthouse, with the support of his family, the Republican party and three former Chenango County sheriffs, Undersheriff Ernest R. Cutting Jr. announced his candidacy for the office of sheriff Thursday.
“As I move forward, I am looking forward to an active campaign. Throughout my career it has been a great pleasure meeting and working with so many of the great people here in our county. I am looking forward to meeting and shaking hands with many more of you in the coming months,” said Cutting, whose official campaign will kick off June 9.
Tuesday, Sheriff Thomas J. Loughren said he was stepping down from his post June 8 after 28 years with the office, 18 of them as sheriff.
The 57-year-old sheriff was offered a new post as police chief for the Miccosukee Police Department in Miami, Fla. and was sworn in two weeks ago after a month-long vacation to the area. Loughren was a federal and state law enforcement officer with the Miccosukee PD back in the early 1980s and with the Palm Beach County Sheriff’s Office in 1989.
After announcing his resignation, Loughren told reporters that the next sheriff needed experience managing employees from all the different divisions in his office, which includes corrections, law enforcement and a civil department. He also said any candidate would need to manage a multi-million dollar budget.
“I will say that I have groomed a person that fits these qualifications, every one of them,” he said. Thursday, Loughren said that person was his second in command for the past seven years, Cutting. Cutting has been with the office for the last 23 years.
Retired Sheriff Joseph J. Benenati Jr. also attended the announcement. Cutting thanked Loughren, Benenati and retired Sheriff Morris Eccleston for their support of his candidacy.
Cutting, who is registered Republican, also has the support Chenango County Republican Party Chairman Thomas Morrone, who has scheduled a meeting of party affiliates on June 8 to endorse Cutting for the sheriff’s position. Another influential Republican offering his support is Chenango County Board of Supervisors Chairman Richard B. Decker.
As the undersheriff, Cutting will assume temporary charge of the sheriff’s office June 8 until Gov. David Paterson appoints someone to fill the vacancy. Following the temporary appointment, Loughren said an election would then take place in November.
The Chenango County Board of Elections is waiting for a decision from the county attorney to see whether the election would be for the full, four-year term. Loughren had two years remaining in his current term.
Chenango County Democratic Party Chairman Patrick McNeil has been in contact with the governor’s office and reported that officials were “still working out the legal end of process.” Calls to the governor’s office Thursday were not returned by press time Friday.
McNeil said he did not know when Paterson would announce an appointment.
Cutting is the first to officially announce his candidacy.
At Thursday’s press conference, Cutting said any candidates running for the sheriff’s position would have to first give up their current positions in law enforcement, citing the federal Hatch Act.
However, it was unclear if he would be stepping down from the undersheriff’s position prior to a November election.
Cutting is a life-long resident of Chenango County and graduated from Afton High School. He joined the sheriff’s office in 1986 at the age of 21 as a deputy. In 1994, he was promoted to lieutenant and tasked with supervising jail administration. Cutting was promoted to undersheriff in 2002. His record includes the 1992 New York State Deputy of the Year Award, after Cutting disarmed an emotionally distraught man attempting to rob a Village of Oxford restaurant. Cutting currently lives with his wife of 15 years and two children, ages 13 and 8, in the Afton area.
“Timing is what is. You have to make the best of the opportunities when they come along and this is an opportunity for me. The sheriff has a great opportunity that he’s moving on with and I look forward to the challenge and I’m ready for that challenge,” Cutting said.
