GUILFORD – The New York State Police have arrested a 26-year-old Norwich man for the forcible rape of a woman in the Town of Guilford, Saturday.

Three and a half hours after the alleged crime took place, at about 7 p.m., police charged Billy J. McGinnis with first-degree rape and forcible touching, according to troopers.
