RBC replacement nearing completion

NORWICH – Mayor Joe Maiurano, joined by Public Works Superintendent Carl Ivarson, visited the city’s Wastewater Treatment Plant on Route 12 south last week to observe the installation of three new Rotating Biological Contactors (RBC).
Thanks to a $500,000 grant through the office of Congressman Michael Arcuri, as part of a $4.5 million project in conjunction with the United States Environmental Protection Agency, Ivarson reported that 12 of the 18 contactors, a kind of biological waste filter, have now been replaced, and the project is tentatively scheduled for completion in the next 40 to 50 days.
City officials first began seeking funding for the replacement approximately five years ago, and Ivarson said it was crucial to have the funding in place before the project could begin.
Maiurano commented that the project “is very important for the development of the city and the greater Norwich area and this plant still has a lot of capacity for the future.”
“Any progress that we can make with economic development in the area is important,” he added.
Bill Brown of Delaware Engineering, project engineers for the upgrade, stated “everything’s gone pretty smooth so far and we’re on schedule and under budget.”
“We’ve been working on this for five years,” said Ivarson, who added the city’s Common Council has backed the project 100 percent. “Everything has gone the way we expected it to go; it’s been typical construction.”
