Final Restore NY properties approved for sale

NORWICH – A special meeting of the city Common Council held Thursday afternoon found city officials unanimously authorizing the sale of the final two Restore NY II properties.
Funded in part through a grant from the Empire State Development Corporation, the two new homes, located at 52 Fair St. and 7 Waite St. will be sold for $100,000 and $94,000 respectively.
A third Restore NY II property at 23 Grove Ave. was authorized for sale in October of last year.
The three properties cost approximately $613,000 to construct, according to Mayor Joe Maiurano, $300,000 of which was funded through the Restore NY program.
“This has been a great program for the city and they’re absolutely beautiful houses,” said Maiurano. “We were very fortunate to receive this grant and it went a long way toward cleaning up these properties so we could get them back on the tax rolls. Otherwise, they’d be sitting there for who knows how long.”
Maiurano said he believed one of the dilapidated properties had been vacant for nearly three decades.
Construction of the three bedroom, two-and-a-half bath homes commenced in the summer of 2009 and each residence features energy efficient appliances, poured concrete walls and a modern flood venting system.
In an effort to replace blighted or burned-out properties in the city, the Restore NY II homes were priced “at levels which will be affordable for first-time, moderate income home buyers,” which will also “cover the net program costs after grant funding,” according to city officials.
In addition, a third round of Restore NY moneys, received by the city in early September of 2010, are currently being utilized in the renovation and rebuilding at 24 East Main St., formerly home to Frames Unlimited.
Once completed, the first floor of the downtown location will house an unnamed business and a pair of upstairs apartments.
“It’s a matter of pride for city residents, that we can take these burned-out, damaged properties, and replace them with three new homes, a new business and two new apartments,” stated Maiurano.
Restore New York provides successful applicants with financial assistance for the revitalization of commercial and residential properties, and encourages community development and neighborhood growth through the elimination and redevelopment of blighted structures, according to www.empire.state.ny.us.
