County’s unemployment rate hovers at 8.8 percent in December

NORWICH – The New York State Department of Labor recently released year-end statistics that showed while the county’s 8.8 unemployment rate remained unchanged from November to December, employment picked up from a low of 9.2 percent in December of ‘09.
Chenango County saw 100 non-farm jobs gained last year, mostly in the construction and manufacturing sectors. Approximately 16,800 people in the county were employed, a DOL spokesman for the region said.
Both construction and manufacturing were up over 100 jobs this past year, with Raymond Corp. in Greene, Agro Farma in Columbus and Unison Industries in Norwich leading the way.
But the number was offset by losses in the government sector, a trend that is expected to continue in 2011.
“We are probably going to see continued weakness as municipalities are dealing with their budget issues. There’s pretty much nothing else to cut in the budget lines but employment,” said DOL market analyst Christian Harris.
Chenango County Office of Employment and Training Director Gary Waffle said the gains were also tempered with simultaneous job losses at Amphenol and Mead Westvaco in neighboring Sidney, where many Chenango residents work.
Recently, the local recruitment center held an event for Chenango Valley Pet Foods of Sherburne. More than 100 applicants were interviewed for openings. Three events were also held in conjunction with Agro Farma. The Greek yogurt manufacturer continues to hire, as does Unison and Norwich Aero, said Waffle. The Raymond Corporation, a manufacturer of lift trucks, was also looking for some welders, he said.
The employment and training center does not see all available jobs as some employers post them directly on the New York State Job Bank website.
The center has a staff of 10 workers who split their time between offices in Norwich and Oneonta. Its partner agencies are Experience Works, a federal program that helps individuals over 55 years of age find work and learn new skills; VESID, a federal program that works with disabled workers; and the Afton Consortium Schools, a program that assists individuals completing their General Education Diploma.
Chenango’s seasonally adjusted unemployment rate in December was higher than Cortland County’s at 8.7. However, the rest of the surrounding counties fared better, with Otsego at 7.9 percent; Delaware at 8.3 percent; and Madison and Broome, at 8.7 percent.
New York State’s seasonally adjusted unemployment rate was 8.2 percent in December 2010, down from 8.3 in November.
Norman A. Steele, deputy director of the division of research and statistics, said job growth in New York State has been inconsistent month to month during the economic recovery. The state’s economy lost 22,600 private sector jobs in December 2010. The state’s seasonally adjusted unemployment rate fell to 8.2 percent in December, remaining below the nation’s rate of 9.4 percent, he said.
