Oxford capital project bids come in under budget

OXFORD – The slow economy has been tough on the construction industry, but that is good news for the Oxford Academy and Central School District. It means the school will get more bang for its buck on its current capital project.
“The contractors are hungry right now,” Oxford Superintendent Randy Squier told members of the district’s school board last week as they prepared to award contracts for the $4.65 million phase I project. The project – which will focus largely on work needed at the Middle School – was approved by district voters in late 2009 and received the New York State Education Department’s stamp of approval in January. The project went out to bid shortly there after. Those bids were opened on March 11, and presented to the board on Tuesday by representatives from the district’s construction management firm, C&S Companies, and architects, the Bernier Carr & Associates.
The results are a positive development in a four year process which has been fraught with controversy and set backs. The base bid total was $2,352,296 – more than $1.35 million below the project’s $3.7 million construction budget. (The remaining $944,000 of the total project cost has been allocated for incidental expenses and soft costs.)
“We are pleased at the quantity of bids and the dollar amounts they came in at. It is apparent that this was a good time to go out to bid,” Squier said. “This will benefit the residents of Oxford in supporting the long-term upkeep of our schools.”
Based on the recommendation of C&S and BCA, the board of education awarded the general construction contract to Daniel J. Lynch, Inc. of Endwell ($1,511,000); mechanical contract to Climate Control Technologies of Binghamton ($165,490); plumbing contract to HJ Brandeles of Utica ($105,956); roofing contract to the Pulver Roofing Company of Utica ($134,000); and the electrical contract to Advanced Power and Light, based in New York Mills ($435,850).
How will the district allocate the $1,353,704 it saved through the competitive bidding process?
“First, we will work with our team from C&S and BCA to make sure the work that was bid comes in at budget and on-time,” Squier said. At the same time, the school board “will develop a list of add-alternates to consider being completed under the scope of this project.”
Also on the board’s agenda is re-visiting the proposed $10.61 million phase II capital project which was defeated by voters in November. According to Squier, the school board will discuss putting the project back out to vote this spring at their April 4 meeting.
