County committee calls OFC programs “critical”

NORWICH – President Barack Obama’s proposal to cut funding for community action groups across the nation hit home this week as the director of 10 groups warned a county committee of the fallout for Chenango County.
Wayne Viera, executive director of Opportunities for Chenango, said an accounting to the federal grant that funds community development programs from 2000 to 2010 translates into $96.8 million in investments for the residents, homes and businesses of Chenango County.
“That creates jobs, promotes goods and services purchases from local businesses and helps sustain the economy,” he said.
Viera distributed a pamphlet that outlined the following programs and the investments they have made in Chenango County over the past decade:
Early/Preschool Head Start - $10.6 million;
Keys to Success - $350,226
First Time Homebuyer Program - $15 million;
Energy Conservation Programs - $9 million;
Housing Rehabilitation - $5.7 million;
Tax Preparation - $3.9 million;
Retired Senior Volunteer Program - $8 million;
Literacy Volunteers of America - $501,097;
Women, Infants, and Children Nutrition Program - $10.2 million;
Back on The Rack II - $829,631.
The programs have made a total direct investment in the local economy of $61,803,178. Salaries and benefits to OFC, Inc.’s approximately 140 employees from 2000-2010 was $35,000,000.
OFC is part of “a finely tuned and highly functioning network of service providers with commitment to helping people help themselves,” said Viera. “Collaborations between non-profits, government, education and employment entities make change possible.”
Planning and Economic Development Committee Chair David C. Law, R-Norwich, said it was “hard to believe” that Congress would eliminate funding for the programs, and called for a letter to New York representatives in Washington to keep the funds coming.
The committee agreed to refer such a resolution to the county board on Monday.
Supervisor James Bays, D-Smyrna, described the programming as “critically important.”
“I hope Obama backs away from some of this,” he said.
Viera said 72 percent of OFC’s customers have employment income in addition to receiving services. Twelve to 14 percent are on fixed income.
