Heavy rains cause flash flooding, road closures in Bainbridge

BAINBRIDGE – Wednesday’s late afternoon storm dumped approximately 3 1/2 inches of rain in less than an hour in the Bainbridge area.
According to Chenango County Emergency Management Officer Matthew Beckwith, the heavy rains triggered flash flooding which led to the temporary closure of two county road ways. A number of town roads and private driveways were also washed out.
The section of County Road 38 between Searless Hill Road and State Hwy 7 was closed for nearly four hours as a result of the flooding.
Beckwith said a resident reported seeing a “wall of water” come from behind the former Elmer’s Glue factory, where a box culvert had apparently become clogged with debris, causing a creek to divert itself and flood across the roadway. Two homes located across CR 38 from the facility were flooded as a result.
Emergency crews from Bainbridge, Mt. Upton, Guilford, Sidney and the County Fire Coordinator’s Office responded at approximately 4:30 p.m. According to Beckwith, they diverted the flood waters by filling 5” hoses to create a barrier and then pumped out the basements of the two homes. They were able to reopen one lane of the roadway shortly after 8 p.m.
“The water had receded enough that we could open up the road,” he explained.
One lane of County Road 17, which connects State Hwy 206 and County Road 27, remained closed this morning.
According to Beckwith, half of the roadway near the 206 end was washed out by runoff from an adjacent hillside during the deluge.
County and town highway crews are currently working to assess and repair the damage on the affected roadways, he reported.
