County agrees to accept Broome landfill waste
NORWICH – Chenango County lawmakers adopted an amendment to county law that would permit storm debris from Broome County to be disposed at the Pharsalia Landfill.
The imported solid waste would carry a tipping fee that is comparable to what local industries that exceed a specified threshold normally pay, but less than the standard price per ton.
Broome County had requested permission to transport between 10-15,000 tons of storm debris over a period of three months to the landfill. Currently, local law prohibits the importing of solid waste.
At a public hearing Monday, the Chenango County Board of Supervisors authorized an agreement with Broome County for up to 15,000 ton at $40 per ton through Dec. 31, 2011. The standard tipping fee is $55.
Two citizens spoke at a public hearing of Local Law 1 of 2011 on Monday, Don Windsor and Tom Knapp, both from Norwich. Knapp supported the move, but shared his concern that importing solid waste from outside the county might shorten the life of the Pharsalia Landfill. He said he was also concerned about landfill workers’ health. Windsor opposed the amendment.
Chenango County Clerk of the Board RC Woodford said all municipal solid waste received at the county’s landfills must comply with state environmental conservation mandates.
The Pharsalia Landfill was opened in 1994 with the capacity for seven cells and projected life expectancy through 2042. Currently, Cell III, opened in April 2008, has several years left before reaching capacity, Woodford said. Lawmakers began a capital building project for Cell IV in 2009.
