Five sentenced in county court; three plead not guilty

NORWICH – Five individuals indicted on felony charges were sentenced in county court Friday, while three others pleaded not guilty to the charges brought against them.
• Dale W. Brooks, 43, Afton, pleaded guilty to one count of third degree grand larceny – a class D felony – after admitting he collected more than $10,000 in unemployment insurance benefits to which he was not entitled. He was sentenced to five years probation and must pay restitution in the amount of $10,070.
• Jeremy Q. Decker, 25, Bainbridge, admitted to violating the terms of his probation and was remanded to the Chenango County Correctional Facility pending his next court appearance.
It’s alleged that Decker – a registered sex offender in the state of New York – travelled outside the county on two separate occasions, had contact with children under the age of 18 and accessed the Internet without first registering with his probation officer, all violations of his probation.
In May of 2011, Decker pleaded guilty to first degree sexual abuse – a class D violent felony – after he allegedly had sexual contact with a child under the age of eleven.
• Peggy S. Barrows, 42, Norwich, was sentenced to five years probation and must attend drug treatment court over the course of the next year.
In December of 2011, Barrows was charged with fifth degree criminal possession of a controlled substance with the intent to sell – a class D felony – in addition to misdemeanor charges of criminal possession of a switchblade knife and an electronic stun gun; seventh degree criminal possession of a controlled substance; fifth degree conspiracy; second degree criminal nuisance; criminal use of drug paraphernalia and criminal possession of marijuana.
• Jeffrey Dugon, 25, Afton, pleaded guilty to two counts of second degree burglary – a class D felony – and was sentenced to five years probation pending his ability to maintain his employment and remain drug and alcohol free.
It’s alleged that Dugon, in April of 2011, unlawfully entered a pair of residences in the Town of Afton with the intent to commit a crime. He could face up to seven years in state prison if he were to violate the terms of his probation.
• John A. Zangari, 48, Norwich, pleaded guilty to one count of fourth degree welfare fraud and must pay approximately $3,000 in restitution or face a split sentence of six months in the Chenango County Correctional Facility and five years probation.
It’s alleged that Zangari failed to report a change in household composition to the Department of Social Services and received a total of $2,996.18 in benefits to which he was not entitled.
• Kimberly A. Bishop, 35, Oxford, pleaded not guilty to charges of third degree welfare fraud – a class D felony – and first degree offering a false instrument for filing, a class E felony.
Bishop was indicted in June and will re-appear in court at a later date.
• Terry L. Crandall, 39, Norwich, was sentenced to ten years probation and must register as a sex offender after he pleaded guilty to the first count of his indictment, committing a third degree criminal sex act, a class E felony.
• Kyle O. Baxter, 16, Afton, pleaded not guilty to charges of second degree assault, a class D felony, and endangering the welfare of a child, a class A misdemeanor.
It’s alleged that Baxter, in February of 2012 and in concert with another, did cause physical injury to another individual by means of a deadly weapon or instrument. He is scheduled to re-appear in court at a later date.
• Lawrence E. Cochran Jr., 46, Endicott, pleaded not guilty to one count of driving while intoxicated and will re-appear in court at a later date.
