Shortly after Tom LoPiccolo was appointed to fill the 6th Ward alderman position on the Norwich City Council, I attended a Norwich Housing Authority meeting and was a bit surprised to see Tom walk in.

He did not need to be there, but he indicated he is interested in city government activities and is eager to understand all the functions of concern to the city. He not only attended, but he also contributed information to the session.
