Brooklyn man, already indicted, charged with additional felonies
NORWICH – A Brooklyn man remains in custody after being charged with two felony counts of heroin possession last night. He will be arraigned this morning in Norwich City Court on a bench warrant issued for his arrest on a prior charge of felony drug possession, stemming from an alleged incident that occurred in August.
Barry L. Rattley, 27, was charged with two counts of third degree criminal possession of a controlled substance – a class B felony – after being located by Norwich City Police officers at a private residence Tuesday night. During the course of his arrest, Rattley was found to be in possession of a quantity of heroin, as well as other illegal substances which were not disclosed by authorities.
On Oct. 17, Rattley was indicted by a Chenango County grand jury on charges of third degree criminal possession of a controlled substance and fifth degree criminal possession of a controlled substance, a class D felony.
According to his indictment, Rattley, in August of 2012 in the City of Norwich, did “knowingly and unlawfully possess – with the intent to sell – 21 glassine envelopes containing the narcotic heroin,” in addition to four plastic wraps containing the narcotic cocaine, with an aggregate weight of .65 grams.
On Oct. 24, Rattley failed to appear for his scheduled appearance at county court and a bench warrant – requested by Chenango County District Attorney Joseph McBride – was issued for his arrest.
