Staff changes mean foward progress at CCSO

CHENANGO COUNTY – The close of 2013 and the beginning of the new year have brought about changes at the Chenango County Sheriff’s Office. Employee departures, promotions, and new arrivals will bring about movement in a positive direction, said Sheriff Ernest R. Cutting, Jr.
One new arrival to the Sheriff’s Office is Dan Frair, who has assumed the role as undersheriff as of Monday.
“Dan’s last day with the Binghamton Police Department was Friday,” said Cutting. “We gave him a whole two days off,” he added jovially.
Former Undersheriff Jim Lloyd left the department on Nov. 1 to pursue employment at Chobani.
Frair brings more than two decades of experience of law enforcement to Chenango County, and said he looks forward to his new position.
He will help with the management of the Chenango County Sheriff’s Office (CCSO) while Sheriff Cutting is not present. Additionally, Frair will deal with pistol permit applications, and level three sex offender registry.
“I have 11 years of experience with SWAT and seven years of investigation with narcotics,” said Frair. “My last year and a half spent in Binghamton was with in-service training with both Johnson City and the Binghamton Police Department.”
Cutting added that the Binghamton area has a higher volume of robberies than Chenango County, and that Frair’s expertise will bring a new perspective to the CCSO.
“Frair is used to a different level of street crimes,” said Cutting. “He brings an outside perspective to our arena that is welcomed, and we’re looking forward to having him on board.”
Additionally, former Correctional Facility Jail Administrator Lt. Douglas Schult recently retired, leaving the position of Jail Administrator vacant. Following the results of a the civil service exam, Lieutenant Christopher Miles has assumed the role as the new Jail Administrator. Miles previously held the position of Assistant Jail Administrator with the now-retired Schult.
“The Jail Administrator is in charge of public safety, maintenance, security, and day-to-day jail operations,” said Cutting. “This also includes staffing issues, food services, medical issues regarding inmates, among other duties.”
“Miles has a lot on his plate,” said Cutting. Therefore, Sergeant Tonya Shoales has been promoted to Assistant Jail Administrator and will directly assist Miles.
“They’re here working hard to be sure we’re running as effectively and efficiently as possible,” said Cutting.
The Sheriff added that many other area Police Departments come to the CCSO for their in-service training, and that the recent additions and amendments to the office staff aim to move the department in a forward, positive direction that will, in turn, be a benefit to the community as a whole.
