Several arraigned in county court

NORWICH – Several appeared in Chenango County Court on Friday for their arraignments.
• Jose A. Ortiz-Perez, Puerto Rico, appeared in court for his arraignment, which was adjourned until an interpreter could be found. He is facing charges of two counts of criminal possession of a controlled substance in the third degree, class B felonies; criminal possession of a weapon in the second degree, a class C felony; and criminal possession of stolen property in the fourth degree, a class E felony. He was remanded to the Chenango County Correctional Facility.
• Gary N. Hackett, Jr., 42, Guilford, appeared in court for his arraignment and pleaded not guilty to aggravated unlicensed operation in the first degree, a class E felony; operating a motor vehicle with .08 percent or more weight of alcohol in his blood, a class A misdemeanor; and driving while intoxicated, a class A misdemeanor. Previously, he had been released on his own recognizance – a status that was continued. He was forbidden to consume or possess alcohol or drugs; is not to operate a motor vehicle; and is to submit to random urine analysis. Hackett will appear in court at a later date.
Assistant District Attorney Michael Ferrarese of the Chenango County District Attorney's Office explained that this is Hackett's third alcohol related offense in three years and requested a minimum that he enroll in an alternative to incarceration program.
“Clearly, the defendant hasn't stopped drinking and driving,” Ferrarese said. “Hopefully the ATI would be a wake up call.”
Hackett's Public Defender John Cameron requested a drug and alcohol evaluation and explained that Hackett “obviously needs treatment and acknowledges that.”
• James Laughman, 32, Afton, appeared in court for his arraignment and pleaded not guilty to grand larceny in the third degree, a class D felony; criminal possession of stolen property in the third degree, a class D felony; and petit larceny, a class A misdemeanor. A pre-plea report was requested and Laughman was released on his own recognizance.
It is alleged that Laughman was in Afton on Hollow Road and did, while in concert with another, steal a 2002 McMurry Chasse Dune Buggy with a Volkswagen motor and transmission approximately worth $5,000. It’s further alleged he did knowingly possess the stolen property with the intent to benefit himself or another other than than the owner and to impede recovery by the owner.
• Sarah Vantine, 20, Sherburne, pleaded not guilty to promoting prison contraband in the first degree, a class D felony. She was remanded to the CCCF for $3,500 cash or $35,000 bond and a pre-plea report was requested.
It is alleged that on March 4, 2014, while being booked in the Chenango County Correctional Facility for another charge, Vantine did knowingly and unlawfully conceal on her person a wrapper containing the narcotic drug heroin.
