Ramsaran time frame does not add up, prosecution says

NORWICH — Ganesh R. Ramsaran gave police a time frame in which his late wife Jennifer Ramsaran left their home to shop in Syracuse. According to testimony in Chenango County Court Friday, Jennifer’s iPhone connected to the home’s WiFi after Ramsaran said she was already gone.
Andrew Tocheny, representing the New York State Police computer crime unit, said Jennifer Ramsaran’s phone connected to the Ramsaran’s home wireless internet signal at 10:57 a.m., while authorities said Ganesh Ramsaran reported Jennifer Ramsaran had left the home between 10 and 10:30 a.m. on a shopping trip to Syracuse.
Tocheny said — and Chenango County District Attorney repeated — the home’s wireless router was named “PsychoG.”
The witness said the program used by the agency could retrieve text messages, call logs, and deleted information, depending on the phone’s make and model.
Tocheny said his agency received the phone on Dec. 18, 2012, the data was collected the following day, and it was on Dec 20, 2012 when it was found that Jennifer Ramsaran’s phone connected to the home’s Wifi.
Ramsaran’s defense attorney opted to not cross examine Tocheny.
John Fern, a detective with the Chenango County Sheriff’s Office, testified to his involvement with the case. He said DNA swabs were collected. Fern said he also collected Jennifer’s laptop, which the defendant gave up voluntarily on Dec. 12, 2012.
When Garcia cross-examined Fern he asked, “Besides collecting the items of evidence, did you have any further involvement with the investigation in this case?” Fern answered in the affirmative, but Garcia said he had nothing further.
A. Wesley Jones took the stand for the prosecution and said on the day Jennifer went missing there was moderate rain and a precipitation of 0.54 inches. He said where the body was located there would have been little — if any — snowfall on the ground.
According to prior testimony in the trial, there was little to no snow underneath the body when it was found snow-covered on Center Road in Pharsalia in February 2013.
Jones, chief dispatcher of the Chenango County Sheriff’s Office and director of Emergency Management Services for the City of Norwich, said there was a significant snowfall on Dec. 21, 2012 that resulted in approximately one foot of snow. He added there was a warmup in mid to late January where a significant amount of snow melted, and after snowing again, and snow remained on the ground when Jennifer Ramsaran’s body was found on Feb. 26, 2013.
When Garcia cross-examined Jones, Jones confirmed that the precipitation records obtained from the Norwich Airport are not necessarily the same as the location where the body, phone, and van were located.
Jones said there was moderate rain throughout the day for several hours to the best of his recollection.
According to Jones, that amount of rain would cause muddy roads that he said would last at least one day.
Jones said there was no measurable precipitation on Dec 12-16, 2012.
“Only light to moderate rain on Dec 11,” Jones said.
Prior testimony revealed that Jennifer’s van was found by her father, Thomas Renz, at Plank Road Manor on Plymouth Street in Norwich with a layer of dirt and mud.
Victoria Angle of Prudential Insurance was the only witness to take the stand Friday afternoon. She said Ramsaran filed a claim in July 2013, but called to inform the company of Jennifer’s death on March 11, 2013.
McBride said a DNA specialist is scheduled to testify today.
