City ponders possibilities for third floor of fire house

NORWICH – The vacant third floor of the Norwich fire house is nearing completion of an extensive interior overhaul, but city officials still aren’t sure what the newly renovated space will be used for when it’s finished.
Renovations of the third floor have been underway for weeks, with construction crews installing electrical wiring and LED lights, doing drywall repair, updating the bathrooms, and putting in a drop ceiling. Carpeting will also be installed.
The project is made possible by state grant funds which were awarded to the city last fall. Funds come by way of the State and Municipalities Capital Program which assists cities, towns and villages throughout the state with upgrades and maintenance projects for buildings and other municipal infrastructure. Last October, State Senator Tom Libous (R-52nd Senatorial District) announced that $100,000 was secured for the City of Norwich.
While use for the third floor after renovations is still up in the air, Norwich City Mayor Joseph Maiurano said he and members of the Common Council are open to ideas. To date, options include turning the third floor into a multi-purpose room that can accommodate training events and seminars for profit and nonprofit organizations, fire training for Norwich and other surrounding departments, political gatherings and refuge space for residents during emergencies and disasters.
City officials have also mulled over the possibility of relocating city offices to the third floor of the fire house as a way to reduce operational costs for city taxpayers, said Maiurano.
“The city has way too many buildings. Right now, we’re looking to cut down on some of those buildings,” said Maiurano. “We’re also looking at a place for records management and moving files that are on Hale Street (at the municipal building) ... We have brainstormed a few ideas, but I think that once we get it finished, we’ll probably have a committee to review the best options. If anyone has ideas, we want to put them on the table.”
The third floor has been largely unfinished since the city paid to have the fire house refurbished in the early 2000’s. That project did include some work to the third floor, including new concrete floors, cabling for network infrastructure, and installing new windows, insulation, Sheetrock walls, and a heating and cooling ventilation system. The fire department has been using the space mainly as a training area.
“I have to thank Tom Libous for giving us money to do it,” said Maiurano. “We still aren’t sure what we will use that space for, but I want to make sure that when we do something with it, we do it right.”
Work should be completed by the end of spring.
