Two in custody after high speed chase

NORWICH – Joel L. Ramos, age 22, and Joenrique Torres, age 19 (both of Lancaster, Penn.), were put behind bars at the Chenango County Correctional Facility after a high-speed chase through Chenango County ended in their arrest on Sunday.
Both Ramos and Torres were charged with the felony of tampering with physical evidence, the misdemeanor of unlawfully fleeing a police officer in a motor vehicle in the third degree, as well as other traffic violations.
Ramos and Torres were arrested on Sunday by the New York State Police at Norwich after the two failed to pull over for a speeding violation in the Village of Oxford. Ramos was identified as the driver of the vehicle – a 2011 Chevy HHR. The pair continued southbound on State Route 12 at speeds reaching 105 mph.
During the pursuit, the passenger, Torres, was allegedly seen throwing drug paraphernalia out of the vehicle. At this time, it’s unknown what exactly was disposed of by Torres.
The high-speed pursuit ended abruptly after Broome County Sheriff Deputies deployed stop sticks at the Broome and Chenango county line on State Route 12.
Ramos and Torres were arraigned in the Town of Oxford Court and were remanded to the Chenango County Correctional Facility on $5,000 cash bail or $20,000 property bond.
They were scheduled for an appearance in the Town of Oxford Court on Monday, Feb. 8.
Police are continuing their investigation and say that additional charges are pending.
