March indictments see sexual, drug and assault charges
NORWICH – A Chenango County grand jury convened in secret earlier this week to determine whom would be indicted for the month of March, and eight were subsequently indicted.
It should be a reminder that all individuals mentioned are innocent until proven guilty in a court of law.
• Calvin M. Parker, 56, of Otselic was indicted by a grand jury on three felony charges, along with an additional misdemeanor charge.
Parker was charged with criminal possession of a controlled substance in the second degree, a class A-II felony; unlawful manufacture of methamphetamine in the third degree, a class D felony; criminal possession of precursors to methamphetamine, a class E felony; and criminal possession of a weapon in the fourth degree, a class A misdemeanor.
The indictment alleges that on Feb. 25, 2016 in the Town of Otselic on County Road 16 and while in concert with another, Parker did possess a mason jar containing the liquid substance of methamphetamine. This substance had an aggregate weight of approximately 20 ounces.
The unlawful manufacture of methamphetamine and criminal possession of precursors of methamphetamine charges allege that Parker did knowingly and with intent to use, possessed sodium hydroxide, sulfuric acid, pseudoephedrine, a bottle, tubing, measuring cup, a funnel and coffee filters to unlawfully manufacture methamphetamine.
The criminal possession of a weapon charge stems from the allegation that Parker was in possession of an Remington 870 shotgun.
It should be noted that per the indictments indication that Parker has previously been found guilty of criminal possession of stolen property in the third degree on April 12, 2012.
• Heather J. Naylor, 29, of Otselic was indicted on three felony charges.
Naylor was charged with criminal possession of a controlled substance in the second degree, a class A-II felony; unlawful manufacture of methamphetamine in the third degree, a class D felony; and criminal possession of precursors to methamphetamine, a class E felony.

• Caden J. Cruz, 23, of Oxford was indicted on one felony charge as well as one misdemeanor charge. Cruz was charged with assault in the second degree, a class D felony; and resisting arrest a class A misdemeanor.
It is alleged that Cruz, on Tuesday, March 1, 2016 while in the City of North Norwich at approximately 5:25 p.m. did intentionally cause physical injury to a Norwich Police officer, while resisting arrest. The said Norwich Police Officer was injured by hitting his head on a concrete pad, which caused the officer to receive a laceration to his forehead requiring eight stitches.
The charge of resisting arrest alleges that Cruz did attempt to prevent his own arrest by pulling his arm away and causing a Norwich Police Officer to pull him to the ground.
• Dustin C. Freeman, 27, of Flycreek, New York was indicted two felony charges and one misdemeanor charge.
Freeman was charged with two counts of unlawful surveillance in the second degree, a class E felony; and dissemination of an unlawful surveillance image in the second degree, a class A misdemeanor.
The indictment alleges that in the Fall of 2014 at an apartment complex in the Village of Sherburne, for his own amusement or entertainment and degrade the victim, Freeman did use his cell phone to video record the female victim while she was undressed in her bedroom. This video was taken with acknowledgment or consent of the victim.
The dissemination of an unlawful surveillance image charge alleges that at a local bar in Sherburne that Freeman did disseminate a video of the victim while in an undressed state to another individual.
• Joel L. Ramos, 22, of Lancaster, Pennsylvania was indicted on one felony charge and two misdemeanor offenses. Ramos was charged with criminal possession of a controlled substance in the third degree, a class B felony; unlawfully fleeing a police officer in the third degree, a class A misdemeanor; and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor.
The indictment alleges that Ramos on Feb. 7, 2016 while in the Town of Oxford at approximately 12:31 a.m. on State Highway 12 and while in concert with another, did possess a small white baggie and 39 small green envelopes of the narcotic drug heroin. It is alleged that Ramos did have intent to sell.
The unlawfully fleeing from an officer charge alleges that Ramos failed to comply with a lawful order by a New York State Trooper to stop his vehicle when instructed to by turning their overhead lights and siren on. Ramos allegedly was driving a 2011 Chevrolet HHR and was recorded traveling in excess of 100 miles per hour while in a 55 miles an hour zone.
• Joenrique Torres, 20, of Lancaster, Pennsylvania was indicted on two felony charges and one misdemeanor. Torres was charged with criminal possession of a controlled substance in the third degree, a class B felony; tampering with physical evidence, a class E felony; and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor.
It is alleged that Torres on Feb. 7, 2016 while in the Town of Oxford at approximately 12:31 a.m. on State Highway 12 and while in concert with another, did possess a small white baggie and 39 small green envelopes of the narcotic drug heroin. It is alleged that Ramos did have intent to sell.
The tampering with physical evidence charge alleges that Torres while believing that an official investigation would take place, did attempt to prevent the production of the said narcotic drugs. Torres allegedly did so by discarding the heroin out of the passenger side window of the motor vehicle during an active police chase by a New York State Trooper.
•Sarah A. Cahill, 35, of Greene was indicted on one felony allegation.
Cahill was charged with driving while ability is impaired by drugs, a class E felony.
The indictment alleges that on Nov. 22, 2015 at approximately 10:04 p.m. while in the Town of Greene, that Cahill did operate a 2001 Volvo S60 while her ability was impaired by drugs, as Cahill failed sobriety tests that were administered. A toxicology report of Cahill's blood allegedly had a positive result of cannabis.
It should be noted that per the indictment, Cahill has been previously found guilty of the misdemeanor of driving while impaired by drugs on March 24, 2011.
•Justin J. Pratt, 31, of Lisle, New York was indicted on two felony allegations.
Pratt was charged with operating a motor vehicle while he had .08 percentum or more by weight of alcohol in his blood, a class E felony; and driving while intoxicated, a class E felony.
The indictment alleges that on Jan. 12, 2016 in the Town of Smithville at approximately 4:33 p.m. on County Road 2, that Pratt did operate a 2007 Chevrolet Silverado pickup truck while he had a .14 blood alcohol content in his blood. This was allegedly determined through a breath test.
Pratt was allegedly observed swaying as he walked, slurring his speech, having blood shot eyes as well as his breath smelled heavily of an alcoholic beverage.
Per the indictment it was made known that Pratt was found guilty in The Town of Triangle Court in Broome County of the misdemeanor charge of operating a motor vehicle with .08 percentum or more by weight of alcohol in his blood, back on April 21, of 2011.
