NORWICH – Joshua P. Clintsman, 40, of Norwich, was arrested by the Norwich Police Department on June 22 for one count of criminal possession of marijuana in the second degree, and one count of growing cannabis. According to authorities, the arrest involved more than one pound of marijuana. As of June 24, no press release has been issued regarding the matter, despite a request for further information from Norwich Police Chief Rodney Marsh.
