NORWICH – Stevan Clemens, 36, of Norwich, was arrested on July 30 for one count of assault in the second degree, a class D felony, following a domestic incident at a residence in the City of Norwich.

According to Detective-Sergeant Reuben Roach, of the Norwich Police Department, it is alleged that the victim in the incident suffered an injury to her mouth, and was subsequently transported to a Binghamton area hospital.
