Man who allegedly hit female with wooden dart board released without bail

NORWICH – Stevan Clemens, 36, of Norwich, appeared in Chenango County Court on Tuesday, August 2, at 10 a.m. for a felony hearing.

Clemens was charged with assault in the second degree, a class D felony, following a domestic incident at a residence on Henry Street in the City of Norwich.

It is alleged that Clemens threw an oak dart board at the female victim, causing severe injuries to her mouth area. The victim was subsequently transported to a Binghamton area hospital, where she underwent surgery for her injuries.
