County considers leasing Otsego tower site to T-Mobile Northeast, LLC
OTSEGO – The Chenango County Safety and Rules Committee offered the following Resolution #10-8 for consideration by the Board of Supervisors at their monthly meeting on Tuesday, Oct. 11, regarding the potential leasing of a tower site in the Town of Otsego to T-Mobile Northeast, LLC.
Upon negotiation and approval by County Attorney Alan E. Gordon, Esq., Chairmain Lawrence Wilcox would be authorized to execute, on behalf of the Board of Supervisors, a lease with T-Mobile Northeast, LLC for the lease of land around a vacant tower site in the Town of Otselic with a term lasting up to 30 years.
Chairman Wilcox said that the contract isn't yet set and remains in negotiation, however the revenue portion is fixed and the County would receive $1,800 a month for the leasing of the tower and surrounding land.
Pharsalia Town Supervisor Dennis Brown inquired about where the revenue would go, to which Charman Wilcox responded that it would most likely be set aside in the County's general funds.
Brown responded saying that there is a yearly maintenance charge on towers, and he would hope that some of the $21,000 accrued from the lease over the course of a year would go towards paying for the towers.
Brown also asked, “The 30 year lease–what happens if we decide 10 years down the line that we don't want to be in the tower business anymore?”
County Attorney Gordon responded that the contract includes a 5 year lease with multiple options to add additional 5 year leases, potentially adding up to a 30 year term.
Brown then made a motion to make an amendment to the resolution, saying, “The County's revenues are dedicated–we don't take Social Services money to the general fund; it goes into Social Services. I would think that at some point we should refer this revenue to the finance committee for appropriation. I would like to add that as an amendment to the resolution.”
Before the Board voted on the amendment to the resolution, Chairman Wilcox made a note that he has spoken to many people around the Town of Otselic and the hope would be that cell phone service would be greatly improved in the area.
The Board then carried the motion to accept the amendment to the resolution that all revenue would be referred to the finance committee for appropriation.
