NPD sees five new faces

NORWICH – The Norwich community will see new faces as five officers were sworn in by Norwich Police Chief Rodney Marsh at Tuesday’s council meeting.
Two of the five officers are lateral transfers, in that they did not need additional training to begin work, and therefore have started at the Norwich station.
Matthew Roberts began Oct. 13 and Mark Martin began Oct. 19.
The other three officers, Andrew Delmar, Brian Whiteman, and James Testani are all required to attend the academy prior to patrolling the streets.
According to both Norwich Mayor Christine Carnrike and Chief Marsh, the five hires were to fill current vacancies within the department and one anticipated retirement at the end of this year.
As lateral transfers, Roberts and Martin are not new to law enforcement, and have previously worked in other offices or departments.
Whiteman and Testani were said to both be from Norwich, and Delmar said to be from South New Berlin.
The three will attend the Onondaga Academy, where the mayor said the hires will stay onsite Monday through Thursday during the six month training period.
When asked about a possible ‘meet and greet’ so the community can get to know the new patrolmen, the mayor said, “This is something that we will review once they all return from the academy.”
Following successful completion of the academy, the new patrolmen will be working with a NPD Field Training Officer for a period of time, said Carnrike.
Marsh said the three won’t be ready to patrol alone until mid-late summer 2017.
When Marsh was asked if the five hired were the best suited to uphold the oath that they took at the swearing in ceremony, he said, “The current Civil Service eligibility list was canvassed and there were many very qualified applicants that we interviewed. It wasn’t an easy decision to narrow down the choices to five. The Civil Service test for the position of Police Officer is also being given again next month. It is my understanding that the number of individuals signed up to take the exam is significantly more than it has been in quite a few years.”
“This has been a matter of timing,” said Carnrike. “The slots in the academy were open, and in addition to the current vacancies, we know we have a retirement coming up.”
Carnrike explained that lateral transfers (Roberts and Martin) save the city money by not having to send them to the academy. Additionally, the new hires that are attending the academy will save the city money as their starting salary will be less than their predecessors.
Messages were sent to all of the new hires, asking for an introduction to the community they took an oath to serve.
Two officers declined to comment, and two have not opened the message as of press time.
New NPD Officer Andrew Delmar did extend his gratitude to the community and the City of Norwich. “Before accepting this position with the Norwich Police Department, I worked for the Chenango County Sheriff’s Office. I chose a law enforcement career because I come from a family of devoted law enforcement officers throughout the state.”
Delmar further went on to share a fun tidbit about himself, so that the community can get to know him a little better prior to hitting the streets after the academy. “I have one pet, a dog, he is a golden lab mix.”
He again extended thanks to the City of Norwich for the opportunity to serve.
When asked if the department is now fully staffed, the mayor said there are 18 on staff, including the chief and deputy chief.
