Accused purse snatcher arrested and arraigned

NORWICH – A man already incarceration on a different charge was arrested Tuesday and is the alleged perpetrator of a purse snatching that took place this past November.
Neil R. Lafever, 33, of Silver Street in Norwich, was arrested Tuesday, January 3, 2017 by members of the Norwich Police Department.
Lafever was arrested following the investigation into a robbery that occurred on Nov. 8, 2016. At approximately 6:01 p.m. that evening, the department received a call from a victim who reported that her purse had been stolen from her while she was walking in the parking lot of a local store.
The victim then reported that she was walking through the parking lot when a subject went past her on a bicycle. While riding past the victim, the subject was said to have forcefully grabbed the victim’s purse from her hand, and that the subject fled the parking lot on the bicycle.
Lafever was charged with robbery in the second degree, a class C felony; and grand larceny in the fourth degree, a class E felony.
The robbery in the second degree chafe alleges that Lafever forcibly stole property and in the course of the commission of the crime of immediate flight therefrom, he coughed a physical injury to a person who was not a participant in the crime. In this incident, the an injury to her hand when Lafever forcefully seized the purse from her grasp.
The grand larceny in the fourth degree charge alleges that Lafever stole property and the property consisted of a credit cards and/or debit cards.
The arrest was the result of an investigation that included both Patrol Officers and Detectives from the Norwich Police Department. The Norwich Police also maintained close communications and guidance from Chenango County District Attorney’s Office and District Attorney Joseph McBride.
Lafever was arraigned by the Norwich City Court Judge James Downey Tuesday morning and was remanded to the Chenango County Correctional Facility in lieu of $10,000 bail. Lafever was already being held in the correctional facility on unrelated charges.
He is scheduled to reappear in Norwich City Court at 10 a.m. on Thursday, January 5, 2017.
“We received numerous tips through the department’s TIPS Line and through our Facebook page, in reference to this investigation,” said Norwich Police Chief Rodney Marsh.
