‘No knock’ leads to arrest of two; meth sales said to be involved
NORWICH – Two were arrested Thursday afternoon, following the execution of a ‘no knock’ warrant and now sit in the local jail.
Members of the Norwich Police Department and Chenango County Sheriff’s Office executed said warrant at approximately 12:55 p.m. Thursday, Jan. 26, after Chenango County Judge Frank B. Revoir Jr. signed the warrant.
Authorities entered an apartment at 95 Plymouth St. in Norwich and two individuals were taken into custody shortly after.
Paul R. Prisnell, 25, of Norwich, was charged with criminal possession of a controlled substance in the third degree, a class B felony; and criminal nuisance in the first degree, a class E felony.
Kailey S. Hughes, 20, of Norwich, was charged with the class E felony of criminal nuisance in the first degree.
According to authorities, the criminal possession of a controlled substance in the third degree charge alleges that Presnell knowingly and unlawfully possessed a narcotic drug with intent to sell it. In this instance, the alleged narcotic drug was methamphetamine.
The criminal nuisance in the first degree charge alleges that both Presnell and Hughes, knowingly conducted or maintained a premise or place where persons came or gathered for purposes of engaging in the unlawful sale of controlled substances.
The arrests were said to be the result of an investigation that included detectives from the Norwich Police Department and the Chenango County Sheriff’s Office, and that communication and guidance was provided by the Chenango County District Attorney’s Office.
Both Prisnell and Hughes were arraigned in Norwich City Court before Judge James E. Downey Thursday afternoon.
“I’ve never been in trouble like this before,” said Prisnell. “This drug habit has been here a while and it is just stupid and a problem, I have two daughters and two sons and I need to take focus on taking care of them. It all started with drinking and smoking pot but then escalated. I’m not trying to make excuses, I’m just saying.”
When Downey read the charges, he said it’s alleged there were multiple bags of meth in the apartment.
While it was said in court that the District Attorney recommended Hughes’ bail be set at $10,000 and Prisnell’s bail set at $25,000, Downey asked questions of the accused and determined that appropriate bail be set at $5,000 for Hughes and $10,000 for Prisnell.
Both defendants said they grew up in Norwich and had many family ties to the community.
Both of the defendants requested applications for a public defender, and both are set to have felony hearings in Norwich City Court Tuesday morning, Jan. 31.
The investigation is said to be continuing and additional charges are possible.
