Council accepts donated property adjacent to Auburn Park; will re-name 'Carnrike Park'
NORWICH – Following the recommendation by the City of Norwich Parks Committee to accept the donation of a vacant lot on King Street in Norwich to expand Auburn Park, the Common Council followed suit at its meeting last night, Feb. 21, accepting the donated property and additionally moving to re-name the newly expanded park as Carnrike Park.
The initial recommendation by the Parks Committee was made at Feb. 7's Joint Committee meeting.
The vacant lot was donated by George Carnrike Jr. to the city with the understanding that the park would be re-named Carnrike Park in the memory of former City of Norwich Mayor George Carnrike Sr.
When the time came for discussion regarding the potential acceptance of the donation, Alderman Ward 1 Matthew Caldwell inquired whether or not there would be any fees in accepting the donated property.
City of Norwich Attorney Patrick Flanagan replied that while there are fees, the city is granted exemption in some instances.
Upon Mayor Christine Carnrike's request, Flanagan estimated that the fees would amount to a couple hundred dollars at most.
In response, City of Norwich Supervisor of Wards 4, 5, 6 Robert M. Jeffrey chimed in to note that the property in question was not managed properly prior to the Carnrike's purchase of the lot and has been starkly improved in recent years. The demolition and renovation of the property alone, according to Jeffrey, had to have costed $20,000 - $30,000.
“It's such a nice gift, it's unbelievable,” concluded Jeffrey.
“I'm not at all opposed,” said Caldwell. “These are just some of the devils-in-the-details that brought up questions that I thought were appropriate to ask.”
Alderman Ward 2 Brian Doliver spoke in favor of the acceptance, saying, “It's a very utilized park, it's just very small and adding the adjacent lot will increase the size.”
Asked by Flanagan if the council wished to table the donation for further deliberation at next month's meeting, Caldwell replied, “I want to move forward, I just didn't know if these details had been ironed out yet.”
