19-year-old accused of heroin sales, three others arrested in raid

NORWICH – Four were arrested and stand accused of drug-related charges following the execution of a ‘no knock’ warrant on North Broad Street Tuesday morning.
• 19-year-old Chase B. Webb, Norwich, was charged with criminal sale of a controlled substance in the third degree, a class B felony.
• Steven J. Peterson, 37, of New York, NY, was charged with criminal possession of a controlled substance in the third degree, a class B felony; resisting arrest, a class A misdemeanor, and loitering in the first degree, a class B misdemeanor.
• Sebastian J. Catanzaro III, 30, and Christina L. Banks, 28, both of Norwich, were charged with criminal nuisance in the first degree, a class E felony.
It is alleged that Webb knowingly and unlawfully sold heroin from a North Broad Street apartment.
Peterson is accused of possessing cocaine and crack with the intent to sell. He’s further accused of preventing or attempting to prevent a police officer from an authorized arrest. The loitering charge accuses Peterson of remaining in a place for the purpose of unlawfully possessing or using a controlled substance.
Catanzaro and Banks are accused of maintaining a place where people gathered for the purpose of engaging in the unlawful sale of controlled substances.
According to the Norwich Police Department, a quantity of cocaine, ecstasy and US currency was recovered during the execution of the warrant.
The four were arraigned in Norwich City Court before Judge James E. Downey.
Webb, Catanzaro and Banks each requested to be represented by a public defender and were given the application form by Downey.
Peterson said multiple times that he is a ‘Secured Party Creditor’ which is defined as when one opts to, ‘Separate your living man/woman self, from the birth certificate legal name, and protecting the assets and collateral of that name by backdating a security agreement to your 18th birthday.’
Peterson told police, members of the press, and Downey that he is a Secured Party Creditor and when asked questions by Downey he responded with, “I am a Secured Party, Your Honor.” Despite not answering Downey’s question as to if Peterson wanted to be represented by an attorney, he was given the form for a public defender.
Webb was remanded to the Chenango County Correctional Facility in lieu of $10,000 cash bail or $20,000 bond. Detective-Sergeant Reuben Roach said Chenango County District Attorney Joseph McBride requested $20,000 bail. When Downey set bail, Webb said he did not understand at first what that meant, and Downey explained that he would be going to the jail unless someone was willing or able to post bail or bond.
Peterson was said to have had two prior felony convictions therefore bail must be set by Chenango County Court, and was sent to the CCCF without bail.
Both Catanzaro and Banks were remanded in lieu of $10,000 bail.
Per a release, the Norwich Police Department’s Tips Line (phone and email) has received numerous drug ‘tips’ in the past several months.
“Unfortunately these types of investigations sometimes take weeks, even months to come to fruition,” said Chief Rodney Marsh. “Norwich residents are encouraged to continue calling and emailing with drug tips and information.”
All above are presumed innocent until found guilty in a court of law.
