Grand jury indicts 10 for felony offenses

NORWICH – A grand jury indicted 10 people with several felonies, including: making a terrorism threat towards a school, rape, forgery, assault, and welfare fraud.

Brandon P. King was indicted for first-degree rape, a class B felony, and endangering the welfare of a child, a class A misdemeanor after allegedly raping a minor.

According to the indictment, the rape occurred outdoors on February 18 in the City of Norwich, as the victim demanded King to stop.
Chas M. Frink was indicted for making a terrorism threat, a class D felony, after Frink allegedly stated in a mobile app Snapchat video that he was going to "shoot up the school."

The indictment states that on March 8 in the Town of Otselic, Frink was onboard an Otselic Valley Central School bus when he recorded a Snapchat video of himself. The indictment reported Frink made a statement that he was going to shoot up a school, and then he posted the video on Snapchat for others to view.
Austin J. Crumb was indicted for second-degree assault, a class D felony, and endangering the welfare of a child, a class A misdemeanor, after Crumb allegedly struck a minor.

On March 6 and while in the City of Norwich, 19-year-old Crumb allegedly struck a child under five-years-old on the head with his hand causing pain and bruising.
Elizabeth A. Robinson was indicted for third-degree welfare fraud, a class D felony, and first-degree offering a false instrument for filing, a class E felony, after Robinson allegedly received over $10,000 in public assistance that she wasn't entitled to receive.

Robinson is accused of withholding earned income she gained, with the intent to defraud the Chenango County Department of Social Services. Robinson allegedly received a total of $13,254 in public assistance benefits, starting in March 2015 and ending in December 2017 that she wasn't entitled to receive while staying in the City of Norwich.
Leif E. Luneau was indicted for second-degree forgery, a class D felony, and fourth-degree criminal possession of stolen property, a class E felony, after Luneau allegedly illegally used and signed for a credit card belonging to someone else.

The indictment states that Luneau entered a grocery store in the City of Norwich on January 17 and knowingly spent $111.95 using another person's credit card without their permission. Allegedly, Luneau used and signed for the credit card without the card owner's permission.
Anthony J. Biviano was indicted for fourth-degree grand larceny, a class E felony, and petit larceny, a class A misdemeanor, after Biviano allegedly stole property from an unlocked car.

According to the indictment, on February 19 in the City of Norwich, Biviano stole two wedding rings, $20 in cash, and 24 Xanax pills from a victim's vehicle. The total value of the stolen items being approximately $2,280.
Jeffrey A. Walter was indicted for third-degree unlawful manufacture of methamphetamine, a class D felony, after allegedly possessing specific equipment and chemicals with the intent to make meth.

On February 20 in the City of Norwich, Walter allegedly possessed a plastic bottle, plastic tubing, ether, lithium metal, and other materials with the intent to unlawfully manufacture methamphetamine.
Devon L. Ireland was indicted for failure to register or verify as a sex offender, a class E felony, while staying in the City of Norwich, after allegedly failing to register his Facebook account with the Division of Criminal Justice Services no later than ten days after its creation.

Robert E. Green was indicted for first-degree aggravated unlicensed operation of a motor vehicle, a class E felony, operating a motor vehicle while he had .08 of one percent or more by weight of alcohol in his blood, a class E felony, and driving while intoxicated, a class E felony, after allegedly driving a vehicle on February 24 in the Town of Afton, with a blood alcohol level of .11 percent.

Melissa S. Lashway was indicted for aggravated driving while intoxicated, a class E felony, aggravated driving while intoxicated with a child in the car, a class E felony, and driving while intoxicated, a class E felony, after allegedly driving a vehicle on February 27 in the Town of Preston with a blood alcohol level of .21 percent, while also having a child passenger under the age of five.
