Mother arrested for allegedly assaulting 1-year-old baby

NORWICH – A woman was arrested for assault in the second degree, a class D felony, and endangering the welfare of a child Tuesday following a joint investigation into the assault of a one-year-old child conducted by the Norwich Police Department and the Chenango County Child Protective Services.

Jennifer M. Rahn, 31, of Norwich was arrested Tuesday morning after Norwich police were notified of a possible assault of a child less than two years old by Chenango County Department of Social Services on Monday. Rahn's address is listed as homeless. She remanded to the Chenango County jail on $5,000 bail by Norwich City Court Judge Michael Genute following an appearance in court Tuesday morning.

The court reported Rahn had applied for representation from the public defender's office. The Evening Sun was unable to reach her attorney before deadline Wednesday.

Investigators did not elaborate on the extent of the child's injuries Wednesday morning, explaining the felony assault charges were filed because of the victim's very young age.

Following Rahn's arrest Norwich Police Chief Rodney Marsh said in a media release, "The child was treated at Chenango Memorial Hospital and released." He added that the child is now in the custody of the Chenango County Department of Social Services' Child Protective Services unit.

NPD Deputy Chief Scott Burlison confirmed Rahn is the biological mother of the victim, and said the felony charge stems from Rahn being over 18 years of age with intent to cause physical injury to a person less than seven years old.

If convicted of assault in the second degree, Rahn could be sentenced to up to seven years in prison.

Rahn is scheduled to reappear in Norwich City Court on Thursday. She pleaded not guilty on Tuesday.
