Man charged with sexually abusing minor
NORWICH – Following an investigation by Chenango County Child Protective Services, a Norwich man was accused of three separate sexual charges after allegedly sexually abusing a minor.
Paul H. Russell Sr., 47, of Norwich, was charged with first-degree sexual abuse, a class D felony, second-degree course of sexual conduct against a child, a class D felony, and forcible touching, a class A misdemeanor.
Allegedly, Russell subjected a person younger than 11-years-old to sexual contact on two or more occasions over a three month period.
Russell was arraigned by Norwich City Court Judge Patrick Flanagan, and remanded to the Chenango County Correctional Facility in lieu of $20,000 cash bail.
He is scheduled to appear in court on Tuesday, May 15 at 9:30 a.m.
According to Assistant District Attorney Laura Parker – if convicted – Russell could face up to seven years in state prison, along with a maximum of 10 years post-release supervision. Russell would also be required to register as a sex offender.
"The Norwich Police Department worked closely with the Chenango County District Attorney's Office and Chenango County Child Protective Services during this investigation," said Norwich Police Chief Rodney Marsh.
