Norwich police use facial recognition software to nab drug dealer

NORWICH – A man charged with selling heroin and cocaine in Norwich pleaded guilty on Monday after a Norwich Police detective testified officers had recorded the man making two drug deals, and used facial recognition technology to identify him.

Kodi Glenn, 21, of New York City, pleaded guilty to third-degree criminal possession of a controlled substance, a class B felony.

As part of his plea deal, Glenn will serve three years in prison followed by two years of probation. He'll also have to forfeit the $1,151 found at the time of his arrest.

Norwich Police Department Detective Sgt. Reuban Roach testified in court that Glenn was recorded selling drugs to a confidential informant in the City of Norwich on two occasions after law enforcement received news that a drug dealer from New York City had moved into the area.

Roach said while law enforcement didn't originally know the dealer's identity, the undercover buys paired with modern technology helped them figure it out.

He said law enforcement discovered Glenn was the drug dealer based on a still photo taken from the confidential informant's video camera footage.

"We used a photograph from the confidential informant's camera, and ran it through facial recognition software that gave us the defendant's identity," said Roach.

According to Roach, after Glenn was identified as the drug dealer in the video, law enforcement requested a search warrant for the apartment from which he sold drugs.

He said Norwich City Court Judge Michael Genute signed a search warrant for the apartment at 52 Mitchell Street in the City of Norwich, and on July 7 law enforcement executed the warrant.

"At the time of the search, we found a quantity of cocaine, heroin, and cash," said Roach.

According to Defense Attorney Paul Battisti, after hearing Roach's testimony, Glenn then requested and accepted a plea deal.

"It is my client's desire to accept the proposal," said Battisti.

Glenn was remanded back to the Chenango County Correctional Facility and is scheduled to appear back in court for sentencing at 9:30 a.m. on January 28, 2019.
