Woman charged with rape of child

OXFORD – New York State Police have charged a Smithville Flats woman with rape after she allegedly had sexual contact with a child under the age of fifteen.

Heaven L. Parrish, 20, of Smithville Flats was charged with second-degree rape, second-degree criminal sex act, and two counts of endangering the welfare of a child.

The New York State Police in Norwich investigated an anonymous complaint of Parrish possibly having a sexual relationship with a male child under the age of fifteen.

According to police, the investigation revealed Parrish had sexual contact with the victim on two separate occasions in the Village of Oxford in early 2018.

She was arraigned in the Town of Norwich Court, and then remanded to the Chenango County Correctional Facility on $5,000 cash bail. An order of protection was issued, and police said the investigation is still ongoing.
