Police seek another suspect in assault that partially blinded victim

NORWICH – Police have arrested a suspect in a possible group assault that left the victim lying in the street with a cracked skull and permanently blinded in one eye.
Jonathan R. Booker, 27, of 74 Birdsall St. in Norwich, was charged with first-degree assault, a class B felony, after police said he and at least one other person intentionally sought to inflict serious or permanent physical injuries to the victim.
According to police the victim was beaten senseless by a group of men for several minutes, even after he fell to the ground along Lackawanna Avenue in downtown Norwich.
Norwich Assistant Chief Burlison states, "At this time, there is an active arrest warrant for a second individual and the investigation is ongoing."
Police Detective Reuben Roach confirmed there was some video evidence of the attack that shows "multiple individuals assaulting a single individual." He said police are still investigating. Police also said alcohol may have been a contributing factor.
Police reported that at approximately 2:30 a.m., Aug. 3, the Norwich Police Department received a radio dispatch from the Chenango County 911 center about an individual who had been assaulted on Lackawanna Avenue.
According to a statement from the Norwich Police Department, Booker and at least one other individual caused serious physical injury to the victim by striking the victim about the head and face with punches and kicks.
Officers responded to the scene and found the victim. He was taken directly to the Chenango Memorial Hospital Emergency Room by one of the patrol officers. A short time later, the victim was transported to Upstate University Hospital in Syracuse for further treatment.
Police said injuries sustained by the victim include permanent loss of vision in the right eye and cheek bone, as well as orbital socket fractures.
After investigation and issuance of arrest warrants, signed by Norwich City Court Judge Michael Genute, Booker was arrested and arraigned at Norwich City Court, then remanded to the Chenango County Correctional facility on $10,000 bail. He is to reappear at a later date.
