Census Bureau hiring up to 150 locals for national headcount

CHENANGO COUNTY – The U.S. Census Bureau calling for 100-150 local employees to help ensure that every Chenango County resident is accounted for in the upcoming 2020 Census.

According to U.S. Census Bureau spokesperson Katherine Dillon, the agency relies on trusted locals who are 18-years and older, are a U.S. citizen, and can pass a background check to help with the national headcount. The agency's paying $17 per hour to part-timers and offering flexible hours.

“The goal is to hire people to work in the communities where they live,” said Dillon, speaking to representatives of the Chenango County Board of Supervisors last week. “That means we need people everywhere.”

Groundwork for the 2020 census is already underway. Last month, the agency started address canvasing, where workers check a master list of addresses of the country's 140 million households to make sure every resident is reached. People can expect a mail invitation to complete the census online starting in March. hard copy census forms will be mailed in April, and census workers will begin door-knocking in May.

The Census Bureau aims to have field work done by the end of next summer.

“We know there are a lot of people with complex living situations who are hard to capture on a short census form. We know there are a lot of people who distrust the government and are concerned about privacy issues,” Dillon said. “One of the most effective ways for us to address these challenges is by working with people, organizations or businesses who are already trusted voices in their own communities.”

The 10-year census is the Census Bureau's best snapshot of the U.S. population. Results are used to determine weight of political representation at the federal, state and local levels, as well as the amount of federal funding available to specified areas. More than $675 billion in federal funds will be dolled out over the next ten years based on local community data.

A big threat faced by Chenango County, Dillon explained, is underrepresentation of key demographics including seniors, renters, immigrants, and children under age five.

“For every person we miss in the county, that's political representation and funding that the county deserves but isn't getting,” she added.

Shane Butler, Chenango County director of planning and development, is working with county officials to oversee a local “Complete County Committee” that's created to market materials for the 2020 census. The U.S. Census Bureau collaborates with similar groups across the country.

Butler has previously pointed out that the number of people in Chenango County has declined over the years, making it an occasional challenge to vie for funding and political representation on the national stage. The Census Bureau reports that Chenango County's population has fallen nearly 6 percent – roughly 2,900 residents – since 2018.

“We need local partners with knowledge and insight,” Dillon said. “I'm very interested in working with partners that are connected to specific hard-to-count communities that have historically low participation rates in previous censuses.”
