City of Norwich proposes 2020 budget without tax increase
NORWICH – The City of Norwich recently proposed its 2020 budget with a zero percent tax increase and $4 million fund balance.
According to City of Norwich Ward 1 Alderman Matthew Caldwell, there aren’t too many changes in the budget this year, besides the increased fund balance.
The proposed budget shows the grand total for costs at $12,221,313. It includes $8,479,196 in the city’s General Fund, $1,589,251 in the Water Fund, $1,131,400 in the Wastewater Fund, $863,166 in the Debt Service Fund, and $158,300 in the Special Grants Fund.
Those costs would be paid for using $8,893,866 from estimated revenues excluding property taxes, $3,345,547 from property taxes, and $18,100 from the city’s appropriated fund balance.
“I’ve done four budgets so far for the City of Norwich, and from what I’ve seen during that time – I'm happiest with this one,” said Caldwell. “I have to give a lot of credit to Ward 5 Alderman Dave Zieno, he’s really worked to keep a close eye on our fund balance and ensure that it remains at an acceptable level.”
Along with Zieno, Caldwell said other officials including Norwich Mayor Christine Carnrike, Director of Finance Dee DuFour, Alderman Robert Jeffrey, and department heads have done an outstanding job managing city finances and making the best of what they’re given.
