Four facing felony indictments following grand jury decisions
NORWICH – Four defendants are facing felony charges after a grand jury indicted them on several crimes including sexual abuse of a minor, drug sales, driving while intoxicated, and failure to register as a sex offender.
Paul H. Russell Sr. was indicted for crimes including first-degree sexual abuse, a class D felony, and endangering the welfare of a child, a class A misdemeanor, following an incident in the City of Norwich.
According to the indictment on May 7, 2018 Russell allegedly subjected a nine-year-old victim to sexual contact on Plymouth Street in the City of Norwich.
Rasheen Gibson was indicted for two counts of third-degree criminal sale of a controlled substance, class B felonies, following incidents in the City of Norwich.
Gibson allegedly sold the narcotic drug heroin during June while in the City of Norwich.
Scott W. George was indicted for failure to register or verify as a sex offender, a class D felony, after he allegedly failed to notify the Sex Offender Unit of a change of address.
On August 1, George allegedly left his registered address at a local hotel, and failed to notify law enforcement of his new address within 10 days.
Michael A. Bombard was indicted for driving while intoxicated, a class E felony, and operating a motor vehicle while having .08 percent or more of blood alcohol content, a class E felony, following an incident in the Town of Norwich.
Bombard’s indictment states that he drove a 2018 Dodge Ram 1500 pick-up truck on October 26 through the Town of Norwich where police discovered he had a blood alcohol content of .11 as shown by a chemical analysis of his breath.
It states that at the time bombard was observed swaying as he walked, with bloodshot and watery eyes, with a strong smell of alcohol on his breath.
